WHAT IS AN EPC?
An Energy Performance Certificate — commonly known as an EPC — is a document that rates a property's energy efficiency on a standardised scale from A to G. An A-rated property is the most energy-efficient, with the lowest fuel costs and carbon emissions. A G-rated property is the least efficient, typically an older building with poor insulation, ageing heating systems and single-glazed windows. Every EPC includes the property's current energy rating, its potential rating if recommended improvements are made, and a detailed breakdown of where energy is being lost and how it could be reduced.
For landlords, an EPC is not a choice — it is a legal obligation. Under the Energy Performance of Buildings Regulations 2012, landlords in England, Wales and Scotland must have a valid EPC before a rental property can be marketed. A copy must be provided to every prospective tenant at the earliest opportunity, and to the new tenant at the start of the tenancy. Since April 2020, the Minimum Energy Efficiency Standards (MEES) regulations have added a further requirement: all privately rented residential properties must achieve at least an E rating. A property rated F or G cannot legally be let, and landlords who attempt to rent such a property face a civil penalty of up to £5,000 per breach.
The regulatory landscape is not standing still. The UK government has proposed that all new tenancies in England and Wales must achieve a minimum EPC rating of C by 2030, with all existing tenancies required to meet this standard by 2033. For many landlords with older housing stock currently rated D or E, this represents a significant challenge that requires planning now. A landlord who lets a property with a rating below E under the MEES regulations faces the same penalty. There are limited exemptions to the MEES requirements — for example, where the landlord has made all cost-effective improvements and the property still cannot reach an E rating, or where a tenant refuses access to allow improvements to be carried out. These exemptions must be registered on the PRS Exemptions Register within the required timeframe. They do not remove the obligation to have a valid EPC in the first place.
