Energy Performance Certificates (EPCs) for Rental Properties Across the UK

A valid EPC is not optional — it is a legal requirement before you can market your property to tenants. S2F Property Services works with qualified, accredited assessors across the UK to provide fast, compliant EPC assessments for landlords and letting agents. Certificates are lodged on the national EPC register as standard, and you receive your documentation within 24 to 48 hours of the assessment.

Understanding Energy Performance Certificates

An Energy Performance Certificate — commonly known as an EPC — is a document that rates a property's energy efficiency on a standardised scale from A to G. An A-rated property is the most energy-efficient, with the lowest fuel costs and carbon emissions. A G-rated property is the least efficient, typically an older building with poor insulation, ageing heating systems and single-glazed windows. Every EPC includes the property's current energy rating, its potential rating if recommended improvements are made, and a detailed breakdown of where energy is being lost and how it could be reduced.

For landlords, an EPC is not a choice — it is a legal obligation. Under the Energy Performance of Buildings Regulations 2012, landlords in England, Wales and Scotland must have a valid EPC before a rental property can be marketed. A copy must be provided to every prospective tenant at the earliest opportunity, and to the new tenant at the start of the tenancy. Since April 2020, the Minimum Energy Efficiency Standards (MEES) regulations have added a further requirement: all privately rented residential properties must achieve at least an E rating. A property rated F or G cannot legally be let, and landlords who attempt to rent such a property face a civil penalty of up to £5,000 per breach.

The regulatory landscape is not standing still. The UK government has proposed that all new tenancies in England and Wales must achieve a minimum EPC rating of C by 2030, with all existing tenancies required to meet this standard by 2033. For many landlords with older housing stock currently rated D or E, this represents a significant challenge that requires planning now. Commissioning an EPC at the earliest opportunity gives you the information you need to assess what improvements are required, budget appropriately and stay ahead of the regulatory change. S2F works with accredited assessors nationwide to ensure you get a fast, accurate and fully compliant EPC whenever you need one.

What the Law Requires of Landlords

The legal obligations around EPCs are clear, and the penalties for non-compliance are real. A landlord who lets or markets a property without a valid EPC can be issued a civil penalty notice by the local authority for up to £5,000. A landlord who lets a property with a rating below E under the MEES regulations faces the same penalty. These are not theoretical risks — local authorities are actively enforcing these standards, and the Renting Homes reforms continue to raise the profile of energy efficiency compliance across the UK.

There are limited exemptions to the MEES requirements — for example, where the landlord has made all cost-effective improvements and the property still cannot reach an E rating, or where a tenant refuses access to allow improvements to be carried out. These exemptions must be registered on the PRS Exemptions Register within the required timeframe. They do not remove the obligation to have a valid EPC in the first place.

S2F works exclusively with qualified Domestic Energy Assessors (DEAs) who are accredited with a government-approved accreditation scheme. Every EPC we arrange is lodged on the official national EPC register immediately after assessment, generating a unique certificate number that is retrievable by any party at any time. You are not left waiting for paperwork — your certificate is delivered digitally and ready to provide to prospective tenants within 24 to 48 hours of the assessment visit.

What's Included in an S2F EPC Assessment

On-Site Property Assessment
A qualified Domestic Energy Assessor visits the property and conducts a thorough inspection covering insulation levels, heating systems, hot water cylinders, glazing, lighting, ventilation and the building fabric. All data is recorded systematically and fed into the Standard Assessment Procedure (SAP) calculation tool used to generate the official rating.
A–G Energy Efficiency Rating
The EPC sets out the property's current energy efficiency rating and its environmental impact rating. It shows the current SAP score alongside the potential score if all recommended improvements were implemented — giving landlords a clear picture of where their property sits and where it could reach with targeted investment.
National EPC Register Lodgement
Every EPC arranged by S2F is lodged on the government's national EPC register as part of the standard service. The certificate is retrievable online by address or using the unique certificate number. This ensures the legal requirement for a lodged certificate is met as a matter of course — not as an afterthought.
Improvement Recommendations
The EPC includes a detailed list of recommended energy efficiency improvements ranked by cost-effectiveness, from quick wins such as LED lighting upgrades to larger measures such as loft insulation, cavity wall insulation or boiler replacement. These recommendations help landlords understand what steps would raise the property's rating and reduce tenants' fuel costs.
10-Year Certificate Validity
An EPC is valid for 10 years from the date of issue and covers all tenancy changes during that period, provided no significant energy-related improvements are made to the property. This makes it a long-term compliance document that does not need to be renewed with every new tenancy — only when it expires or when substantial works have been carried out.
Fast Digital Delivery
Once the assessment is complete, your EPC certificate is delivered digitally within 24 to 48 hours. You receive a downloadable PDF certificate ready to share with prospective tenants, letting agents, solicitors or any other party requiring sight of the document. No waiting, no chasing, no delays — just the documentation you need, when you need it.
