Health and Safety Inspections (HHSRS-based)
We inspect the property against the hazards (21 in England since June 2026, 29 in Wales) in the Housing Health and Safety Rating System (HHSRS), the government's way of assessing risks in homes, such as damp and mould, falls, fire and excess cold. You get a written report with photos of anything we find, so you can put things right early. Only the local council can make formal HHSRS enforcement decisions; our report helps you spot and record hazards before they become a problem.
WHAT IS THE HHSRS?
The Housing Health and Safety Rating System
The HHSRS comes from Part 1 of the Housing Act 2004. Councils use it to assess hazards in homes, including rented homes.
-
21 hazards in England
On 23 June 2026 England regrouped its list from 29 hazards to 21. Falls on level surfaces and falls in bathrooms, for example, are now one hazard.
-
29 hazards in Wales
Wales has its own HHSRS regulations from 2006, which still list 29 hazards.
-
Councils make the decisions
Only the local council can make formal HHSRS enforcement decisions. If a council finds a category 1 hazard, the most serious kind, it must take enforcement action.
WHAT WE LOOK AT
A walk through a home
We check the whole property against the HHSRS hazards. These are four of the most common ones.
- Excess cold, such as draughty windows or poor heating
- Damp and mould
- Falls on stairs and steps
- Fire, including smoke alarms
